Chart 2: Expenditure per Km of new road
How much a kilometer of road would have cost each state if all its road expenditure had gone towards building new road (Total) or else increasing the amount of surfaced (Surfaced) road. Probably due to changes in reporting methodology, the amount of surfaced road declined in Goa, Bihar and Kerala over the time span.
